The chart says true, the compass is what you actually steer. Work the chain: TRUE ± Variation → MAGNETIC ± Deviation → COMPASS. Going true-to-compass, “East is least” — subtract easterly variation. Deviation comes off the airplane's own card: fly what the card says to steer.
